Founder/Lead Consultant

Nick Loumos founded Guardian Consulting to bridge the gap between precision policing and community-based intervention. A former City of Madison (WI) police officer with a Master’s in Social Work from the University of Chicago, Nick possesses a unique dual-perspective on public safety.

Prior to founding Guardian, Nick served as a Field Advisor for the National Network for Safe Communities (NNSC), where he specialized in the Group Violence Intervention (GVI) model—a premier Focused Deterrence strategy. He previously served as the Chief Operating Officer (COO) for Focused Interruption, a Madison-area community violence intervention organization. This combination of executive operational leadership and national advisory experience makes him a specialist in the logistics, administration, and implementation of high-impact policing strategies.

Nick’s career is rooted in the frontline implementation of evidence-based models, having developed his expertise working with programs like Cure Violence, READI, and Becoming a Man (BAM) during his graduate specialization at the University of Chicago. He helps police departments across America operationalize the “Deter and Refer” philosophy—an evolution of Focused Deterrence, Problem-Oriented Policing, and Community Policing that empowers law enforcement to surgically deter violence while building the robust, reliable referral pipelines necessary to save lives.

When he isn’t advising commanders and their partners, Nick is likely exploring the trails and lakes of Dane County with his wife and three daughters.

Here’s what Gang Officers, Homicide Detectives, and commanders in a recent Guardian training had to say about our services:
